  1. Step 1: Rinse quinoa under cold water, then combine with water in a pot. Bring to a boil, reduce heat to low, cover, and simmer for 15 minutes until water is absorbed and quinoa is fluffy.
  2. Step 2: In a small bowl, whisk together lemon juice, ground cumin, salt, black pepper, and olive oil to form a dressing.
  3. Step 3: While quinoa cooks, toss diced red bell pepper, cucumber, and red onion in a bowl. Once quinoa is cooked, let it cool for 5 minutes, then add to the vegetable mixture.
  4. Step 4: Pour dressing over the salad, toss gently until evenly coated, and sprinkle with fresh dill before serving.
