  1. Step 1: Slice flank steak against the grain into 1/4-inch strips and toss with 1 tsp cornstarch.
  2. Step 2: Heat vegetable oil in a wok or large skillet over high heat until shimmering. Add beef and stir-fry for 2-3 minutes until browned but not cooked through; remove and set aside.
  3. Step 3: Add broccoli and carrots to the pan, stir-frying for 3 minutes until crisp-tender. Add minced garlic and stir for 30 seconds until fragrant.
  4. Step 4: Whisk soy sauce, rice vinegar, sugar, and remaining 1 tsp cornstarch in a bowl. Pour over vegetables and stir until sauce thickens and coats ingredients, about 1 minute.
  5. Step 5: Return beef to pan with sesame oil, toss to coat, and cook for 1 more minute. Serve immediately over cooked rice.
